Human Resources Director

Position Summary: Responsible for overall program execution. Manage, evaluate, and analyze the human resources and human resource system. Maintain and enhance FamilyCore's human resources by planning, implementing, and evaluating employee relations and human resource policies, programs and practices. Responsibilities:

  • Review and recommend updates of FamilyCore's policies, procedures on personnel matters.
  • Work directly with managers to assist them in carrying out their responsibilities on personnel matters, the annual review process, preparation and administration of the wage and salary program.
  • Ensure planning, monitoring and appraisal of staff work results through training, coaching, recognition, discipline, resolving employee grievances, and counseling staff.
  • Assist staff during hiring, position change, terminations, insurance initiation and cancellation, compliance, filings, and other personnel matters as appropriate.
  • Develop, maintain, and ensure implementation of a recruiting, screening, and interviewing process.
  • Ensure department operates in a fiscally responsible manner and manage and respond to all contract requirements.
  • Coordinate and conduct exit interviews and analyze data to determine turnover trends.
  • Maintain the employee benefit programs, assess needs and trends, conduct performance evaluations, directing benefit claims, monitoring individual pay actions, recommend, plan and implement pay structure revisions and benefits programs, obtain contract bids, and promote and communicate as appropriate.

Responsibilities Continued:


  • Develop and maintain a human resource information system that meets FamilyCore's personnel information needs.
  • Provide for the oversight interviewing of new hires, appropriate supervision, and evaluation, motivation, training, informed and managed in a way that guarantees an effective provision of services at all locations.
  • Ensure that FamilyCore management are kept informed on a timely basis of critical issues, trends and changing service needs.
  • Has a commitment to the mission of FamilyCore as an integral function of the communities.
  • Has a passion for supporting programs through both providing for as well as implementing new services.
  • Has a commitment to the importance of children being cared for and treated through a variety of foster care settings and in home services.
  • Effectively listen to and clearly communicate with a wide variety of cultures, organizations and positions.
  • Adhere to standards adopted through Council on Accreditation.
  • Ability to organize and maintain data and confidential information.
    • Develop and maintain working relationships with all internal and external clients.
    • Maintain confidential personnel records and all personnel data, both historical and current, in accordance with all record disposal requirements.
    • Consult with legal counsel as appropriate and directed on personnel matters.
    • Oversee the development, maintenance, and compliance of policies and procedures, and establishment and distribution of quality documentation that complies with federal, state, and local legislation as well as accreditation, licensing, and applicable contracts.
    • Collaborate and contribute to team and FamilyCore quality improvement and evaluation activities.
    • Ensure safety protocols and policies are practiced at all times.
    • Assume responsibility for professional development and cultural competency.
    • *Perform other duties as assigned.

Requirements:

Education and Experience:

  • Master's degree from an accredited university in human resources or related field with 5 years' experience; or Bachelor's degree in human resources or related field with 7-10 years' experience required.
  • SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification or ability to become certified within 12 months from date of hire preferred.
  • Supervisory experience required.

Competency:

  • Collaborate and contribute to the team and FamilyCore quality improvement and evaluation activities.
  • Oversee the development and maintenance of procedures and distribution of quality documentation that complies with the requirements of accreditation, licensing, and contracts.
  • Promote and demonstrate commitment to FamilyCore's mission, vision and values.
  • Strong skills in the areas of fiscal, personnel, and administrative management.
  • Highly responsive to client and staff needs with respect to the National Association of Social Workers Code of Ethics.
    • Working knowledge of applicable federal, state, and local laws/regulations and contractual obligations as pertains to personnel management.
    • Excellent communication and organizational skills. Strong interpersonal, problem-solving and teamwork skills.
    • Ability to analyze, process, organize, present, and maintain data and/or confidential information.

Requirements Continued:

  • Ability to establish and maintain a client focus.
  • Ability to set and maintain professional boundaries with clients.
  • Must possess valid Illinois Driver's License in good standing and proof of valid vehicle insurance.
  • Must pass required background check.
  • Utilize time tracking software and all other software required to fulfill duties.
  • Safe, reliable personal vehicle, to be used for FamilyCore business.
  • Ability to be sensitive and understanding of cultural and lifestyle differences of all people regardless of race, religion, sexual orientation, age, or background.
  • Successfully complete FamilyCore training as required.

Physical:

  • Regular sitting, walking, standing, grasping, fingering, and reaching.
  • Occasional stooping, reaching overhead, and lifting, pulling, and pushing up to 15 lbs.
  • Operate general office equipment, including multi-line phone, fax machine, printer, copier, and personal computer, with or without dual monitors.

Work Environment:

  • Work occurs in and out of an office environment. Frequently exposed to loud noise and outdoor weather conditions.
  • May be subject to noise, distraction, and interruptions. May be subject to difficult client interactions that involve behavioral and/or emotional challenges.
